Orkhan joined Oxfam in 2010 and is now the WASH Programme Manager for Oxfam in Tajikistan, responsible for overall quality and management of the programme. Before joining Oxfam, he worked in the private sector and international organisations in the South Caucasus, Middle East and Eastern European regions for more than 7 years in the field of water management, water policy development and influencing, food security, good governance and institutional development. He has particular expertise in good governance, institutional development, public policy, public finance and management,
international contract and conflict management. He received his MA in War Studies and International Security from the Department of War Studies of King's College London (KCL) and holds a Master's Certificate in Project Management Professional (PMP) granted by the George Washington School of Business.
