Overview

For nearly 50 years, Oxfam has worked with poor people in the developing world to make the world a fairer place – with some heartening successes, on a small scale. But it is still a fact that, throughout the South, one person in three does not have enough to eat. The reasons, as this report shows, are mostly man-made: armed conflict, environmental damage, the denial of human rights, the international debt crisis, and unfair terms of trade are among them. The report shows what poor people themselves, with Oxfam’s support, are trying to do – but warns that unless governments, and institutions with influence in the North, do much more to help, the 1990s will be the Decade of Disasters.
