Overview

The “Building peace by securing rights for victims of conflict and violence in Colombia” project was implemented by Oxfam in Colombia and a network of partners from 2015-2019. It focused on helping victims and Colombian human rights and peace organisations to strengthen their capacities to demand justice for rights violations and to advocate for a more favourable environment to the recognition of victim’s rights. The assessment focused on the effectiveness of the project in relation to outcomes extracted from the Theory of Change. It used a combination of participatory methods and tools, the main method being process tracing, a qualitative research method that is useful for inferring causal relationships as well as contribution analysis. The report provides evidence of strengthened capacities at different levels and concludes that the advocacy work carried out as part of the project has demonstrated high levels of effectiveness.
