Overview

Despite commitments made under the Grand Bargain and other international instruments to direct a greater share of humanitarian funding to local and national actors, there remains limited data (quantitative or qualitative) at the national level on the barriers local agencies face in accessing funds to respond to needs. 

Commissioned by Oxfam and the Comprehensive Refugee Response Framework in Uganda, this paper assesses the current situation of humanitarian funding in Uganda and the perceptions of the actors involved. The study puts forward recommendations on how to involve local actors more effectively to strengthen their access to funding for emergency responses.
