Fran has worked as Regional Director for Horn, East and Central Africa for Oxfam GB since September 2010, after working as Regional Director for Latin America and the Caribbean at Oxfam GB for two years. 

Prior to joining Oxfam GB, he was Intermon Oxfam's Director for International Cooperation, leading the programmes globally for the organisation.  Fran holds bachelors and masters degrees in Business Administration, a masters degree in Information and Knowledge Society Studies, a masters degree in Applied Economic Analysis and is a graduate in Advanced Studies in Human Development and Governance from Universities in Spain.

He was Vice President of SID (Society for International Development), Catalunya, Barcelona, Spain from March 1998 to December 2003. He is also a member of the international Editorial Review Board, International Journal of E-Adoption published by IGI-GLOBAL from January 2008.
