Shenard leads in the formulation and implementation of the essential services framework. Before his current role, Shenard worked with Oxfam's Malawi programme as an Advocacy Manager and Essential Services Campaign Lead. He is experienced in both designing and implementing policy and other programmes, as well as providing technical advice to CSOs working on advocacy and implementing programmes.

Before joining Oxfam, Shenard worked with a number of governance and human rights organisations in Malawi, bringing several of years experience combining programme management, human rights law and advocacy.

Shenard has a background in human rights law with a bias on social and economic rights. He holds a Master of Laws Degree (LLM) specializing in Human Rights and Democratisation.
