Helen's role as part of the programme performance and accountability team is to provide specialist advice, develop and coordinate Oxfam's programme monitoring, evaluation, learning and impact assessment methods and systems in order to improve our accountability to stakeholders, build organisational knowledge and increase our impact. She provides strategic leadership and a global overview of organisational monitoring and evaluation (M&E) processes, and manages a team of advisors working to build capacity in order to carry out high quality M&E.
Helen has considerable field experience, having spent 15 years in Africa in both technical advisory and programme management positions, working primarily on issues of disaster management, pastoral livelihoods and food security. Prior to this she worked in academia in the UK as a researcher and lecturer in development studies at the Universities of Leeds and Reading respectively.
Helen is a member of the European Evaluation Society and currently co-chairs a learning group on institutional effectiveness as part of the DFID Programme Partnership Agreement.
