Fred has worked with Oxfam since 1994, initially as a strategic planning and evaluation adviser for Africa. In this role he supported countries and regions in their strategic, programme and project planning, provided support and training, co-wrote guidance on strategic planning, project and programme management, and improved the quality of programme information.
In 2002, Fred set up and managed the Programme Help Desk, a head-office based initiative to provide support to programmes in a more indirect way. In 2004, he moved into his current role as programme information manager, providing management and programme information.
Prior to working with Oxfam, Fred spent 18 years in Africa, working in various countries for the UN and NGOs, in a variety of project planning work. He holds a masters degree in Development Economics.
