Luca coordinates the Inter-agency Water, Sanitation, and Hygiene Promotion (WASH) Rapid Assessment Team (RAT) in Oxfam GB. He has over 18 years of experience in humanitarian aid, ranging from assessment, programme development, and implementation to management within the WASH and Medical sectors, both in emergency and development contexts across Asia, Africa and the Caribbean.
Prior to joining Oxfam, he built his broad experience with major humanitarian organisations including International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent (IFRC), British Red Cross Society (BRCS), Medecins Sans Frontiers (MSF), UNICEF, and DFID, in natural disaster; floods, earthquake and droughts, and conflict situations among them Afghanistan, Somalia, Sudan, Chechnya, Sierra Leone, and Libya. His role included advising on programme strategy or programme policy and design, contingency and logistics along with assessment,
coordination (programme and UN cluster) and project design and management.
Luca also has experience in private sector; in drinking water and irrigation projects in Africa and the Caribbean and in agriculture crop productions and environmental investigation in Europe and North Africa.
