Carlos joined Oxfam GB in 2010, with more than ten years experience in humanitarian action, focused on medical and public health emergency interventions in Africa, Central Asia and Latin America. He has specialised in natural disasters and complex emergencies with a wide understanding and experience in leadership and management in a humanitarian crisis.
Prior to joining Oxfam GB, Carlos worked for Doctors Without Borders Spain as Regional Emergency Programme Manager for the Horn of Africa and Middle East. He began his career in emergency response as Medical Humanitarian Adviser for Doctors without Borders France.
Carlos is a medical doctor with an MSc in Public Health Emergencies in Developing Countries from the London School of Hygiene and Tropical Medicine.
